The secret world of SIM card agents: a breeding ground for crime?

In global scam operations, the most indispensable element is undoubtedly the SIM card. Whether it's phishing text messages targeting unsuspecting individuals, large-scale telemarketing scams, or sophisticated online investment traps, these criminal groups rely on anonymous, disposable, and easily obtainable SIM cards.

A Malaysian SIM supplier named Sean, active in the black market, reveals this "gray area": obtaining the right SIM card is crucial for scam operations. From bulk-registered US numbers to Indian SIM cards costing hundreds of dollars, criminal groups choose the most suitable card type based on ease of use, stability, and the ability to bypass identity verification.

"If you know the right people, getting a SIM card isn't difficult," Sean says. "I can get numbers from almost any country in the world; it's no problem at all."

Different SIM cards, different uses

US: The most sought-after number

Price: Wholesale price around $10.50, retail price around $14.50; cheap and in large supply.

Features: Extremely stable; unlimited calls and texts are available for an additional $20, or a cheaper plan that only accepts verification codes.

Target Users: Ideal for large-scale scam centers that require extensive wiring for fraudulent activities.

Refund Disputes: Often, out of 100 SIM cards, only 70 might successfully activate WhatsApp, leaving 30 unusable. Buyers typically cannot get a refund. Some buyers cause trouble for the supplier; Sean usually has to absorb the loss of those 30 cards himself, which is why he doesn't like selling US SIM cards.

Stable Demand: On average, there can be demand for up to 10,000 cards per week.

India

Price: Expensive, costing $100-$200 per card, due to stricter telecommunications regulations and high market demand.

Features: Although expensive, it plays a crucial role when Indian numbers are needed on certain platforms or in certain markets.

Refund Policy: Refunds are available if WhatsApp registration fails.

Malaysia

Common Brands: Digi, Hotlink; popular on the black market due to ease of activation and wide coverage. Cost and Resale Price: The cost price of each SIM card is approximately RM9 (about US$2.25), and the resale price is approximately RM16 (about US$4).

Purchase Limit per Identity: A maximum of 100 cards can be registered per week, with a daily limit of 10 cards.

Minimum Purchase Quantity on the Black Market: A minimum purchase of 100 cards.

Singapore

Price: Highly sought after on the black market, each SIM card costs between US$70 and US$120.

Reason: Singapore has stricter telecommunications regulations, making SIM cards harder to obtain and naturally the most profitable item.

Why do criminal groups need these black market SIM cards?

These SIM cards are almost never used for making calls or general purposes; instead, they are used as tools for fraud and cybercrime.

One-Time Password (OTP) Scams

Sean revealed that most black market SIM cards are used to register communication accounts such as WhatsApp and Telegram. These numbers, once they receive verification codes, can obtain fake accounts, which are then used extensively for:

Identity fraud

Phishing links and investment scams

Money laundering via fake banking apps

Anonymously arranging other cybercrimes

These SIM cards are typically only used for 1 to 3 months before being discarded and replaced, making them difficult for law enforcement to track.

Cross-border fraud rings and human trafficking

Many fraud syndicates in Cambodia, Myanmar, and Laos force trafficked individuals to engage in online fraud. They rely on hundreds of anonymous SIM cards to evade police, contact victims, and transfer funds between illicit bank accounts.

Identity theft and fake accounts

Many black market SIM cards are registered using fake or stolen identities. Scammers use these numbers to open bank accounts, create cryptocurrency wallets, or launder money.

Online gambling and drug trafficking

Anonymous SIM cards also frequently appear in underground casinos and drug networks because they require untraceable communication channels to evade law enforcement.

Why does the black market thrive? Loose regulations and tacit approval from retailers

Sean admits that the black market couldn't be so prosperous without the cooperation of some retailers. Many retail channels:

Sell "pre-registered" SIM cards, requiring no identity verification from buyers.

Repeatedly registering large numbers of SIM cards with the same identity, bypassing telecommunications hurdles.

Turning a blind eye, selling them in bulk to black market dealers.

A deeper problem is that telecommunications companies are often more concerned with sales volume and lack strict monitoring of the large-scale activation of SIM cards.

How should governments and telecommunications companies combat illegal SIM card trading?

Despite the growing prevalence of the black market, Sean also stated that this supply chain can be dismantled if law enforcement takes real action.

**Comprehensive Biometric Registration**

Mandatory facial or fingerprint verification when activating a SIM card.

Each SIM card must be linked to a valid national ID to prevent fake identity registration.

**Limit Individual SIM Purchases**

For example, limit purchases to two per person, preventing the purchase of dozens or hundreds at once.

Track and flag abnormally high activation rates.

Impose heavy penalties on violating retailers.

Use a fine of $500 per illegal SIM card.

Suspend or revoke the business licenses of repeat offenders.

Conduct regular surprise inspections or undercover investigations to identify violating businesses.

Strengthen cooperation with telecommunications and communication apps.

WhatsApp, Telegram, and banking apps should cooperate with telecommunications companies to promptly identify and block numbers exhibiting suspicious activity.

Sean's experience shows that criminals don't even need to possess physical SIM cards to mass-produce fake accounts, launder money, and harm countless innocent victims.

If governments, telecom operators, and law enforcement agencies continue to turn a blind eye, not only will fraud and black market transactions become more rampant, but more people will be drawn into these crises. Only through multi-party cooperation, strengthened regulation, and severe punishment of illegal operators can this criminal lifeline of the "SIM card black market" be truly severed.
